Abstract:

The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule that would amend Appendix D of its Acquisition Regulation to change the standards used to determine the pay rates for U.S. personal services contracts with individuals (USPSCs), especially those used for USPSCs performing abroad.
