Abstract:
Pursuant to the January 20, 2025, Executive Order entitled, "Ending Radical and Wasteful Government DEI Programs and Preferencing" the Peace Corps is proposing to revise this regulation in accordance with Section 2 of the E.O. which calls for "the termination of all discriminatory programs, including illegal DEI and diversity, equity, inclusion, and accessibility (DEIA) mandates, policies, programs, preferences, and activities in the Federal Government, under whatever name they appear." Specifically Section 2(iii.)(B) of the Executive Order mandates the Peace Corps to "align agency... policies [and] regulations...with the policy of equal dignity and respect identified in section 1 of this order." The Peace Corps is also proposing these revisions in consideration of the February 19, 2025, Executive Order 14219 "Ensuring Lawful Governance and Implementing the President's 'Department of Government Efficiency' Deregulatory Initiative" in order to address Section 2 "class" (i) "unconstitutional regulations and regulations that raise serious constitutional difficulties, such as exceeding the scope of the power vested in the Federal Government by the Constitution" and "class" (iii) "regulations that are based on anything other than the best reading of the underlying statutory authority prohibition." Therefore the Peace Corps proposes to revise its regulation, 22 CFR 306 Volunteer Discrimination Complaint Procedure, to comply with these Executive Orders. |
