Abstract:

This direct final rule provides uniform guidelines on the use, award, and administration of Federal financial assistance transactions awarded by FAS under the authority of 7 U.S.C. 3291(a).

Additional Information: On further review, this rule was not found to be a necessity for federal financial assistance and other agreement standardization and regulations at FAS. 2 CFR part 200 and 2 CFR part 400 already establish standards and regulations on the use, award, and administration of Federal financial assistance transactions awarded under the authority of 7 U.S.C. 3291(a). The draft rule for this authority began looking almost identical to 2 CFR part 200 and of 2 CFR part 400. Thus a recreation of preexisting regulations was found to be unnecessary.
