Title: Prevention of Payments to Deceased Persons 
Abstract: This rule implemented the requirement in the 2008 Farm Bill to prevent the issuance of program payments to deceased individuals. Prior to the change, the regulation in 7 CFR part 707 covered the manner in which program payments could be issued in cases when a producer died and was owed payments. The regulation was revised with a the new provision to identify only those specific instances in which those payments can be issued. The new provision also implemented the requirement that FSA reconcile program participant records with records from the Social Security Administration on a regular basis in an effort to prevent improper or erroneous payments to individuals after the date of death.
