Title: ●Crop Assistance Program 
Abstract: The Farm Service Agency (FSA) implemented the Crop Assistance Program (CAP) in new regulations to provide up to $550 million in disaster assistance to farmers who grew upland cotton, long grain rice, medium grain or short grain rice, soybeans, or sweet potato in a county that received a Secretarial disaster designation in 2009 due to excessive moisture or a excessive moisture related condition. Over 900 counties met that criteria. Under CAP, eligible producers in disaster counties will receive a per acre payment if their eligible crop had a five percent or more loss of yield or quality or was prevented from being planted. Payments under CAP are authorized under section 32 of the Agricultural Act of 1935, which allows the Secretary to implement programs to help restore producers' buying power by making payments in connection with the normal production of any agricultural commodity for domestic consumption. CAP is expected to increase purchasing power of farmers who had disaster-related losses, saving rural and agricultural sector jobs. CAP payments will be included in total farm revenue when 2009 Supplemental Revenue Assistance Payments (SURE) program payments are calculated.
