Abstract:
The 2014 Farm Bill authorizes CTAP to assist producers of upland cotton in 2014 and 2015. The rule specifies the eligibility requirements and payment amounts for CTAP. CTAP provides assistance to cotton producers for the period between the end of the Direct and Counter-cyclical Payments Program (DCP) and Average Crop Revenue Election (ACRE) Program, which was not reauthorized by the 2014 Farm Bill, and the start of the new Stacked Income Protection Plan (STAX), which is administered by the USDA Risk Management Agency (RMA), authorized to begin no later than the 2015 crop year. |
