Abstract:
The purpose of this proposed rule change is to solicit public comment on FCIC’s proposed action to amend 7 CFR part 400 subpart L, Reinsurance Agreement Standards for Approval; regulations for the 2018 and subsequent reinsurance years. The intended effect is to clarify, strengthen and improve the understanding and implementation of 7 CFR 400 subpart L, Standards for Approval. The purpose of revising 7 CFR 400 subpart L is to better align the regulation with the existing Standard Reinsurance Agreement (SRA) and Livestock Price Reinsurance Agreement (LPRA) and to minimize future revisions should the SRA and/or LPRA be renegotiated. In proposing these revisions, it is expected to result in a more current and focused regulation subpart L by eliminating passages that are no longer relevant to the current agri-business environment since certain products are no longer offered. A more streamlined and focused regulation will make it easier for all parties to implement and enforce. |
