Title: Intermediary Relending Program--Reinstate Language 
Abstract:

The purpose of this action is to make corrections to a direct final rule that was published in the Federal Register on Friday, September 19, 2008. The rule became effective November 3, 2008. However, due to an adverse comment received very close to the end of the commenting period, the Agency was unable to withdraw the rule in a timely manner. This will reinstate the regulation as it stood prior to November 3, 2008.
