Title: Methodology and Formulas for Allocation of Loan and Grant Program Funds 
Abstract:

The Rural Business-Cooperative Service (RBS) is proposing to amend the 1940-L regulations for allocating programs funds to State offices as follows: 1. Rural Energy for America Program (REAP), Value Added Producer (VAPG), and Intermediary Relending Program (IRP) will be incorporated as State allocated programs, and allocation criteria will be developed for these programs. 2. A provision will be added that enables RBS to utilize the allocation criteria provided by the 1940-L for newly authorized programs without publishing a new 1940-L. 3. A provision will be added that enables RBS the flexibility to change whether a program, for a specific year, will be allocated to States or not. 4. For programs for which State allocations will be made, the allocation provisions will be made consistent for each such RBS program. 5. Update the data sources used to calculate the existing allocation criteria. 6. A provision will be added that enables RBS to change the weightings of the criteria used to make State allocations through the publication of a notice in the Federal Register.
