Abstract:
This proposed rule proposes new requirements concerning the use of a Fiscal and Transfer Agent (FTA) for the sale of Rural Business-Cooperative Service (RBS) and Business and Industry (B&I) guaranteed loans on the secondary market after the date of the announcement in the Federal Register of the selection of the FTA (referred to as the Implementation Date). In brief, the proposed changes may require that when a B&I guaranteed loan is sold, in whole or in part, on the secondary market after the Implementation Date, the sale may be registered and processed through the FTA selected for the B&I program if the loan note guaranteed was issued after the Implementation Date. The proposed changes would not require any lender to sell any portion of a B&I guaranteed loan on the secondary market versus retaining it in originating lender's loan portfolio. |
