Rural Development's Environmental regulations are detailed in 7 CFR 1970 and addresses when National Environmental Policy Act (NEPA) applies and what actions are exempt from NEPA review. Consistent with Executive Orders and Administration policies, this regulation update clearly indicates that loan guarantees in the OneRD program are not subject to NEPA reviews. There is a significant delay in OneRD guarantees due to environmental reviews even though there are minimal federal oversight in the projects, and this action is consistent with the Fiscal Responsibility Act of 2023. With 7 CFR 1970 being revised, and the Council of Environment Quality regulations rescinded on February 25, 2025 (90 FR 10610), this regulation is being withdrawn.
