Title: Revise Definition of "Rural Area" in Accordance With the 2008 Farm Bill Definition 
Abstract: RHS intends to publish a Direct Final Rule to revise 7 CFR 1942, subpart A, the Community Facilities Direct and Guaranteed Loan and Grant Program, to change the definition of "rural area" in accordance with the 2008 Farm Bill rural area definition at 7 U.S.C. 1991(a)(13)(A). RHS will also be revising the rural area definition in accordance with the 2008 Farm Bill of 7 CFR 1942, subpart C, Community Facility loans for fire and rescue, and other small essential community facility loans; 7 CFR 3570, subpart B section 3570.53 and part 3575, subpart A, section 3575.2. The current definition states, "For essential community facilities, the terms "rural" and "rural area" will not include any area in any city or town with a population in excess of 20,000 inhabitants, according to the latest decennial Census of the United States." In accordance with the 2008 Farm Bill definition, the proposed new definition will state, "The terms "rural" and "rural area" mean any area other than a city, town, or unincorporated area that has a population of greater than 20,000.
