Title: Community Facility Loans Program--Relending Provisions 
Abstract:

The proposed action would add an additional tool to Rural Development to make loans to certain well-qualified lenders who in turn would relend the funds to qualified Community Facility applicants and projects. The primary benefit associated with the re-lending provisions is expected to be an increase in the number of projects that ultimately receive funds under the direct loan program, especially in high poverty areas.
