Title: Citrus Canker; Payments for Commercial Citrus Tree Replacement and Lost Production Income 
Abstract: APHIS has published an interim rule amending its citrus canker regulations to establish provisions under which eligible owners of commercial citrus groves may receive payments to replace commercial citrus trees removed because of citrus canker. APHIS has also published a proposed rule that would provide those eligible owners with payments to recover production income lost as a result of the removal of commercial citrus trees to control citrus canker. APHIS anticipates finalizing both regulatory actions after addressing the comments received. Provisions for the payment of these funds were contained in the Consolidated Appropriations Act for FY 2000 (Pub. L. 106-113), the Agricultural Risk Protection Act of 2000 (Pub. L. 206-224), and the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2001 (Pub. L. 206-387). The payment of these funds is intended to reduce the economic effect of the citrus canker quarantine on affected commercial citrus growers in Florida.
