Title: Softwood Lumber Research and Promotion Order, Establishing Order (FV-10-0015) 
Abstract: The Softwood Lumber Industry's Blue Ribbon Commission (BRC) submitted a proposed Order to help increase the demand for softwood lumber. Demand for North American lumber has been very volatile with near record consumption in 2005 followed by a decrease in consumption by over 8 billion board feet between 2006 and 2008. For the softwood lumber industry, supply is relatively inelastic to changes in demand, particularly in the short term. One study estimated that over a decade and thus several cycles, an average one percent drop or increase in demand created a 1.7 percent drop or increase in price. This shows what a positive effect that a small increase in demand could have on the soft wood lumber industry.
