This proposed rule codifies provisions of Public Law 119-21. These changes include modifying the list of exceptions from the time limit; updating requirements for areas to qualify for waivers for the time limit; and adding the temporary good faith exemptions in Alaska and Hawaii. Additionally, this rule would strengthen requirements for requesting waivers of the time limit.

Statement of Need:

Changes are needed to codify provisions of Public Law 119-21 that expand the scope of participants subject to time limits, as well as changes to the requirements for States seeking waivers from time limits. The proposed changes would reflect that exemptions and exceptions from work requirements are consistent with Federal statute and provided to the appropriate populations.
