Abstract:
This action would amend 36 CFR 251 and 254 to clarify that administrative site leases are not special use authorizations to enable the agency to use its leasing authority as intended by legislation, particularly as it relates to attracting the interest of private developers in future affordable housing projects under the Farm Bill authority. Revising this rule to be more consistent with statute is in accordance with Executive Order 14219, Ensuring Lawful Governance and Implementing the President's "Department of Government Efficiency” Deregulatory Initiative. Without this regulatory change, private developers would continue to struggle to obtain the financing needed to pursue most projects using this program, including affordable workforce housing. |
