Title: ●Rescinding Portions of Department of Commerce Title VI Regulations to Conform More Closely With the Statutory Text and to Implement Executive Order 14281 
Abstract:

By this rule, the Department of Commerce (Department) amends its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI).  This rule eliminates provisions concerning disparate impact liability and affirmative action.  This action is necessary to reduce regulatory uncertainty for recipients of Federal financial assistance and to ensure the regulations align more closely to the conduct Congress intended to prohibit when enacting Title VI, and relatedly to implement changes required by Executive Order 14281.  The intended effect is to provide greater clarity for recipients while maintaining the core prohibition against intentional discrimination.
