The U.S. Census Bureau issues this interim final rule to amend the Foreign Trade Regulations (FTR) to reinstate filing exemptions relating to temporary exports, including carnets, and goods that were imported under a Temporary Import Bond (TIB) for return in the same condition as when imported. Those exemptions were removed in a Final Rule published on March 14, 2013. The Census Bureau takes this action in response to concerns raised by the public regarding the new requirement to file an AES record for temporary exports, including carnets and goods previously imported under a TIB. Specifically, the public was concerned that the removal of the exemption may be in conflict with US obligations under the Customs Convention on the ATA carnet for the Temporary Admission of Goods. In addition, the trade community emphasized that without reinstating the exemptions it would be extremely difficult to comply with FTR, particularly for goods moving on a foreign carnet. Through this action, the Census Bureau reinstates the exemptions relating to temporary exports to address the public's concerns.
