Title: ●Procedures for Submissions by Importers of Automobiles Qualifying for Preferential Treatment under the USMCA to Determine U.S. Content 
Abstract:

The Department of Commerce (Commerce) issued a rule to establish a process for importers of automobiles whose automobile imports qualify for preferential treatment under the U.S.-Mexico-Canada Agreement (USMCA) to submit documentation to Commerce identifying the U.S. content in their automobiles. The rule provides details on the information an importer would need to provide to Commerce and how to provide that information. The rule would provide for Commerce to review the submitted documentation, determine- based on that documentation-the amount of U.S. content in the relevant automobiles, and provide that figure to the importer and U.S. Customs and Border Protection (CBP). The rule would then allow importers to subtract the value of the U.S. content, as identified by Commerce, from the declared import value of the relevant automobile for the purposes of calculating the 25% ad valorem tariff on finished automobiles announced in Proclamation 10908.  Finally, the rule clarifies various timelines, including the duration for which a determination of U.S. content is valid.
