Title: Access to Tissue Specimen Samples From the National Marine Mammal Tissue Bank 
Abstract: The National Marine Fisheries Service (NMFS) issues this rule to make available tissue specimen samples to the scientific community for research. This action would be consistent with the goal of the National Marine Mammal Tissue Bank (NMMTB). The intent of this rule is to allow the scientific community the opportunity to comment on the protocol for requesting tissue specimen samples.
