Title: Implementation of Regional Fishery Management Organization Conservation Measures Pertaining to Illegal, Unregulated, and Unreported Fishing Vessel Lists 
Abstract: The National Marine Fisheries Service (NMFS) issues this rule to clarify obligations under Regional Fishery Management Organization conservation measures pertaining to lists of vessels having engaged in illegal, unreported, and unregulated (IUU) fishing activities. NMFS is seeking public comment on such measures that may result in the United States denying port access and services to, and prohibiting commercial transactions with, vessels placed on such lists.
