Title: Amendments to the Regulations on Administration and Operation of Fishery Management Councils 
Abstract: The action implements amendments to the Magnuson-Stevens Fishery Conservation and Management Act regarding administration and operations of the eight regional fishery management councils. The action also makes technical changes to the regulations to make them conform to the Magnuson-Stevens Act and other applicable law and regulations. The action addresses changes to Councils' statements of Organization, Practices, and Procedures; makeup and function for Scientific and Statistical Committees (SSC); and potential stipends and requirements for financial disclosures of SSC members. These regulatory changes affect the operation and administration of the Councils, but would have no discernible direct effect on fishing industry members.
