Title: Amendment 3 to the Northeast Skate Complex Fishery Management Plan 
Abstract: Amendment 3 is intended to address the overfished status of winter and thorny skates, and prevent other skate species in the complex from becoming overfished. It will establish a rebuilding program for winter skate, and modify the Skate FMP to reduce fishing mortality on the entire skate complex.
