Title: Scientific and Statistical Committees; Peer Review; National Standard Guidelines 
Abstract: The purpose of this action is to update National Standard 2 guidelines regarding scientific information, in light of Magnuson-Stevens Fishery Conservation and Management Act (MSA) provisions. Specifically, it is to: Provide guidance for Secretarial/Council-established peer review processes pursuant to section 302(g)(1)(E) of the reauthorized MSA; clarify the relationship between the scientific and statistical committees (SSCs) of the Regional Fishery Management Councils and peer review processes established under section 302(g)(1)(E) of the MSA; and resolve inconsistencies between the Secretary's responsibilities under existing NS2 Guidelines and SSC responsibilities under MSA section 302(g)(B).
