Title: Amendment 16 to the Northeast Multispecies Fishery Management Plan 
Abstract: This action implements management measures to continue rebuilding overfished stocks, revise biological reference points, and develop annual catch limits and accountability measures. This action also adopts new sectors as an alternative effort control to days-at-sea restrictions.
