| Title: Fisheries of the Northeastern United States; Monkfish Fishery; Amendment 5 | |
| Abstract: The goals of Amendment 5 are to bring the Fishery Management Plan (FMP) into compliance with the new requirements of the reauthorized Magnuson-Stevens Fishery Conservation and Management Act (MSA), specifically to establish annual catch limits (ACLs) and accountability measures (AMs), and to manage the fishery at long-term sustainable levels. Amendment 5 will establish revised biological and management reference points to be consistent with the MSA and recent scientific advice; establish ACLs that are equivalent to the acceptable biological catch (ABC) for each management area; establish a reactive AM that requires the ACL to be adjusted if an overage occurs; establish annual catch targets (ACTs) for each management area as proactive AMs account for management uncertainty; specify days-at-sea (DAS) allocations and trip limits for each management area; authorize the landing of monkfish heads separate from the rest of the fish; and establish a provision that would authorize a vessel to land one additional day's worth of monkfish and have its DAS usage charged accordingly. | |
