Title: Atlantic Highly Migratory Species; Atlantic Bluefin Tuna Fishery 
Abstract: This action would adjust regulations governing the U.S. Atlantic bluefin tuna (BFT) fishery to enable more thorough utilization of the available U.S. quota, while continuing efforts to end BFT overfishing by 2010, rebuild the BFT stock by 2019, and minimize bycatch and bycatch mortality to the extent practicable. The U.S. BFT quota is derived from the recommendations of the International Commission for the Conservation of Atlantic Tunas (ICCAT) and implemented under the authority of the Magnuson-Stevens Fishery Conservation and Management Act and the Atlantic Tunas Convention Act. For the past several years, the U.S. Atlantic BFT fishery has not fully harvested the available quota, particularly the BFT commercial subquotas. This action follows consideration of public comment collected via an Advance Notice of Proposed Rulemaking on several issues regarding Atlantic highly migratory species fisheries, and contains measures raised during the 2009 BFT quota specifications rulemaking and at recent meetings of the Highly Migratory Species Advisory Panel.
