Title: Taking and Importing Marine Mammals; Navy Training Activities Conducted Within the Northwest Training Range Complex 
Abstract: In September 2008, the U.S. Navy applied for 5-year regulations and a Letter of Authorization (LOA) to take marine mammals incidental to conducting military readiness training in the NWTRC. LOAs issued under the regulations would authorize the take of individuals of 26 species of marine mammals by harassment incidental to upcoming Navy training activities to be conducted within the NWTRC over the course of 5 years and commencing in February 2010. NMFS considered a range of mitigation measures and the proposed rule will include, among other measures, exclusion zones for explosives and shutdown zones for sonar use. The proposed rule also includes a plan for monitoring the effects of this action along with an adaptive management component that will allow for the modification of both mitigation and monitoring measures based on monitoring results and new science.
