Title: 2010 to 2012 Atlantic Herring Fishery Specifications and Management Measures 
Abstract: NMFS takes this action to implement specifications for the 2010-2012 fishing years for Atlantic herring. Regulations governing this fishery require NMFS to publish proposed specifications for the upcoming fishing years and to provide an opportunity for public comment. The intent of this action is to fulfill this requirement and to promote the development and conservation of the Atlantic herring resource.
