Title: Remove Certain Reporting Requirements Under the Crab Rationalization Program 
Abstract: This rule would remove requirements under the Crab Rationalization (CR) Program in 50 CFR part 680. The requirements are removed for an operator of a catcher/processor to weigh processed crab when it is removed from the vessel and to report that weight to NMFS on an offload report. Currently, NMFS requires crab to be weighed onboard the catcher/processor before they are processed, and this weight is reported to NMFS. In the three years since implementation of the CR Program, NMFS has determined that the additional requirements to weigh processed crab when they are removed from the vessel and report that weight to NMFS are no longer necessary. Advancements in at sea reporting (eLandings), and the reliability of the at-sea motion-compensated hopper scales provide adequate information for NMFS to monitor and enforce proper reporting of crab catch.

Additional Information: The original RIN submission for a final rule AY28 is being split into two proposed rules. This rule originally removed the requirement for American Fisheries Act (AFA) cooperatives participating in the directed pollock fishery in the Bering Sea to prepare and submit a preliminary annual report. This part of the rule is withdrawn, awaiting further Council action. A new RIN be will obtained for that new action. The original final rule also removed the Crab Rationalization Program requirements for catcher/processors to weigh all offloaded crab on a state-approved scale that produced a printed record and to report this information at the time of offload to NMFS on a catcher/processor offload report. This part of the rule will proceed as a proposed rule and will continue review with GCAK using the AY28 RIN number.
