Title: Fisheries in the Western Pacific; Pelagic Fisheries; Territorial Longline Bigeye Tuna Catch Limit and Allocation 
Abstract: This action amends the Fishery Ecosystem Plan for Pelagic Fisheries of the Western Pacific (FEP) to establish catch limits for bigeye tuna caught on longlines for American Samoa, Guam, and the Northern Mariana Islands (collectively, the territories), provide the territories limited authority under the FEP to allocate longline bigeye catch limits, and establish criteria for integrating chartered vessels with a territory's domestic fleet. The amendment intends to recognize, implement, and manage the special provisions and responsibilities of the territories under the Western and Central Pacific Fisheries Commission's Conservation and Management Measure 2008-01, to reduce fishing mortality on bigeye tuna, while ensure responsible fishing.
