| Title: ●Modify the Fishing Capacity Reduction Framework Regulation | |
| Abstract: The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA) requires several modifications to the existing fishing capacity reduction framework regulations. The proposed action would modify the framework rule to allow a majority of permit holders in the fishery to request a fishing capacity reduction program, in addition to the previously allowed mechanisms. It also adds a payment condition provision that prohibits the Secretary from making a payment for a program to a vessel that will not be scrapped unless the Secretary certifies that the vessel will not be used for fishing in Federal or State waters, or in the waters of a foreign nation or fishing on the high seas. The final modification changes the industry fee system referendum approval threshold to at least a majority of the permit holders in the fishery who participated in the fishery. | |
