Title: ●Fisheries off West Coast States; Pacific Coast Groundfish Fishery; Trawl Rationalization Program; Partial Release of Groundfish Quota for the Start of the 2011 Fishery 
Abstract: The trawl rationalization program would create an individual fishing quota (IFQ) program for the shore-based trawl fleet; and cooperative (coop) programs for the at-sea trawl fleet in the Pacific Coast Groundfish Fishery. Implementation of the 2011 to 2012 harvest specifications which would distribute portions of the 2011 harvest for a number of groundfish stocks among the trawl fishery participants has been delayed. This emergency rulemaking would allow issuance of quota pounds based on the lower of either the existing 2010 harvest level or the proposed 2011 harvest level. This allows quota pounds to be issued without risk of exceeding the ultimate annual harvest level; any additional quota allowed by the final 2011 harvest levels will be issued at the time of the 2011 to 2012 harvest specifications final rule. The rule would also lower the harvest level of one of the groundfish species, based on the most recent science, in order to avoid excess harvest before the final harvest levels are in place. The delay of the 2011 harvest specifications was unanticipated, and therefore NMFS will be using its emergency authority to implement this rule.
