Title: ●Implementation of the Inter-American Tropical Tuna Commission Resolution Establishing a Program for Transshipments by Large-Scale Tuna Longline Fishing Vessels in the Eastern Pacific Ocean 
Abstract: The rule would implement Inter-American Tropical Tuna Commission (IATTC) Resolution C-08-02 that establishes a program to monitor transshipments of tuna and tuna-like species by large-scale tuna longline fishing vessels and carrier vessels in the eastern Pacific Ocean. This rule would impose the following requirements on large-scale (24 meters in length or greater) longline vessels: (1) Adhere to criteria for transshipping in port; (2) adhere to criteria for transshipping at sea; (3) whether at-sea or in-port, contact an appropriate federal official (probably a NMFS official) and obtain prior approval before any transshipment; and (4) submit a Transshipment Declaration Form after any transshipment. This rule would not be applicable to the transshipment of fresh fish at sea and would not apply to the transshipment activities other than by large longline vessels.
