Title: ●Tilefish Cost Recovery Regulatory Amendment  
Abstract: The regulatory amendment to the Tilefish Fishery Management Plan (FMP) will change the cost recovery regulations to require the first year fee percentage to be calculated based on the actual costs associated with the management, data collection and analysis, and enforcement of the individual fishing quota (IFQ) allocation program (not to exceed 3 percent) rather than be set at a fixed 3 percent. The rule would also clarify the payment compliance language. An APA waiver to go straight to final rule and skip the cooling off period is currently being sought.
