Abstract: This rule will implement Amendment 16 to the Salmon Fishery Management Plan (Pacific Fishery Management Council) to comply with new National Standard 1 Guidelines establishing new requirements to end and prevent overfishing through the use of annual catch limits (ACLs) and accountability measures (AMs).
