Title: ●American Lobster Area 1 Control Date and Limited Access Program
Abstract: NMFS is developing a proposed and final rulemaking to analyze the impacts of, and garner public comment on, measures to restrict the shift of federal lobster permits into American Lobster Conservation Management Area 1 (LCMA 1). In 0648-AX40, NMFS published an ANPRM in the Federal Register which served as a control date announcement to inform the public and interested parties that deliberations have begun that may affect business investments or restrict future access into the lobster trap fishery in the EEZ waters of LCMA 1, which encompasses the nearshore waters of the Gulf of Maine. Ultimately this regulatory action may result in a limited entry program for Federal American lobster vessels in LCMA 1.
