Title: Revision of the National Standard 10 Guidelines 
Abstract: The action would propose revisions to the National Standard 10 (NS10) guidelines. National Standard 10 states that "conservation and management measures shall, to the extent practicable, promote the safety of human life at sea." The current NS10 guidelines, published in 1998, are relatively short and general. The National Marine Fisheries Service is considering revising the NS10 guidelines to provide guidance on methods to evaluate safety issues within fisheries.
