Title: Changes to Vessel Replacement and Upgrade Provisions for Fishing Vessels Issued Northeast Limited Access Federal Fishery Permits 
Abstract: The National Marine Fisheries Service, in consultation with the Atlantic States Marine Fisheries Commission and the New England and Mid-Atlantic Fishery Management Councils, is considering changes to the current system of regulations that limit the potential size of a replacement fishing vessel. The intent of this action is to solicit public comment at an early stage in the process on potential changes to the current system that are intended to reduce the complexity and burden on the fishing industry. Any eventual regulatory changes would be developed as an omnibus amendment to the fishery management plans of both Councils.
