Title: Address Harbor Seal Disturbance at Glacial Sites in Alaska 
Abstract: The National Marine Fisheries Service is considering whether to propose regulations to limit vessel disturbance to harbor seals and protect glacially associated harbor seal habitats in Alaska used for pupping, nursing, resting and molting. The scope of this advance notice of proposed rulemaking (ANPR) encompasses the activities of any person or vessel that may diminish the value of essential glacial habitats for harbor seals, result in the unauthorized taking of harbor seals, or cause detrimental individual- or population-level impacts. NMFS requests information and comments on whether, and if so, what type of, conservation measures, regulations, or other measures would be appropriate to protect harbor seals from the effects of vessel activity in glacial habitats. Any recommendations received in response to this ANPR will be considered prior to any proposed rulemaking.
