Title: U.S. Integrated Ocean Observing System; Guidelines to Certify and Integrate Non-Federal Assets 
Abstract: Program guidelines are being issued pursuant to National Oceanic and Atmospheric Administration's authority to certify and integrate non-federal assets into the United States Integrated Ocean Observing System (IOOS) under the Integrated Coastal and Ocean Observation System Act of 2009 (ICOOS Act). The ICOOS Act authorized the Interagency Ocean Observation Committee (IOOC) to develop and approve certification criteria establishing eligibility for integration into the IOOS. These criteria assure that the necessary policies, standards, data, information, and services associated with IOOS are appropriately established, coordinated, overseen and enforced. The program guidelines described in this action identify the process and requirements for certifying non-federal assets that meet the IOOC approved criteria, as Regional Information Coordination Entities (RICEs), and development and implementation of these are not expected to be controversial. When certified, a RICE is incorporated into the IOOS and for the purposes of determining liability arising from the dissemination and use of observation data shall be considered part of NOAA, extending specific protection from civil liability.
