Title: ●Designation of New Population of Spring Run Chinook Salmon in the San Joaquin River 
Abstract: The proposed action has two components: (1) it designates a new experimental population of Central Valley spring-run Chinook salmon (Oncorhynchus tshawytscha) under section 10(j) of the Endangered Species Act (ESA) in portions of the San Joaquin River, and includes take exemptions under section 4(d) of the ESA; and (2) it exempts take under section 4(d) of the ESA for Central Valley spring-run Chinook salmon (spring-run) for particular activities outside the experimental population's geographic range and outside of the current evolutionarily significant unit (ESU) designated boundary of the species in the San Joaquin River tributaries and in the Southern Delta. These provisions implement condition for de minimis effects on specific third parties as defined in PL 111-11.
