Title: Adjustments to 2014 Annual Catch Limits for the Atlantic Herring Fishery 
Abstract: This action would apply herring carryover and overages from fishing year 2012 to fishing year 2014. This action proposes the 2014 sub-annual catch limit for Area 1B would be 3,016 mt (reduced from 4,600 mt), the sub-ACL for Area 2 would be 29,664 mt (reduced from 30,000 mt), the sub-annual catch limit for Area 3 would be 40,675 mt (reduced from 42,000 mt) and the sub-annual catch limit for Area 1A would be 33,967 mt (increased from 31,200 mt). The reduction of the sub-annual catch limits in Areas 1B, 2, and 3 and the increase of the sub-annual catch limit for in Area 1A are not controversial, as this procedure was explained in the rulemakings for Amendment 4 and Framework 2 to the Atlantic Herring Fishery Management Plan.
