Title: Implementation of a Daily Vessel Monitoring Reporting Requirement for Vessels Participating in the Eastern U.S./Canada Area and Fishing Year 2014 De Minimus Unused Catch Carryover Amount 
Abstract:

This rulemaking would require sector and common pool vessels declared to fish in the Eastern U.S./ Canada Area to submit daily (opposed to weekly) catch reports through their vessel monitoring systems. This rule would also outline the amount of unused sector Annual Catch Entitlement that will be considered as de minimis and not subject to a pound-for-pound Annual Catch Limit overage accountability measure. Both of these topics have been discussed with industry. Outlining the exact value for the Annual Catch Entitlement carryover completes the process previously developed through the 2013 groundfish fishing year rulemaking. No comments were received on this proposal in the previous rulemaking.
