Title: Regulatory Amendment to Modify Equipment and Operational Requirements for At-Sea Scales 
Abstract: This rule would modify the equipment and operational requirements for at-sea scales used to measure catch weights onboard catcher/processors fishing off Alaska. It would implement a suite of modifications to the requirements for scale testing, auditing, and reporting, and add a requirement for video monitoring of the scales. This action is necessary to reduce the potential for fraud, improve catch accounting accuracy, and bring regulations up to date with recent changes in technology. Approximately 70 catcher/processors would be affected by this action. Because this action will only affect catcher/processors that are already required to weigh catch at-sea under existing programs, the economic impact on the fleet is small.
