Title: Framework Adjustment 3 to the Atlantic Herring Fishery Management Plan  
Abstract: The goal of Framework Adjustment 3 to the Atlantic Herring Fishery Management Plan (Framework 3) is to establish a process for setting, and specifies, river herring (alewife and blueback) and shad (American and hickory) catch caps for the herring fishery, to provide a strong incentive for herring vessels to continue to avoid river herring and shad, and reduce river herring and shad catch to the extent practicable; enhance coordination with the Mid-Atlantic Council to address overlapping fisheries; and promote flexibility to adjust the catch cap(s) in the future as more information becomes available.
