Title: Subsistence Taking of Northern Fur Seals on the Pribilof Islands; Summary of Fur Seal Harvests for 2011 to 2013 and Proposed Annual Harvest Estimates for 2014-2016
Abstract: Pursuant to the regulations governing the subsistence taking of northern fur seals, this document summarizes the annual fur seal subsistence harvests on St. George and St. Paul Islands (the Pribilof Islands) for 2011 to 2013 and proposes annual estimates of fur seal subsistence needs for 2014 through 2016 on the Pribilof Islands, Alaska. NMFS solicits public comments on the proposed estimates. The National Marine Fisheries Service is required by regulation at 50 CFR 216.72(b) to publish for review and comment every three years the proposed estimates of annual subsistence needs and a summary of the preceding three years of harvests by the Aleuts residing on the Pribilof Islands. The harvest regulations were promulgated in 1986 and were initially required to annually estimate the proposed subsistence needs for the communities of St. Paul and St. George Islands. In order to reduce the reporting and data collection burden the regulations were revised in 1994 to include a 3-year reporting and harvest quota estimate. The tribal governments of St. George and St. Paul receive grant funding from NMFS to report their annual harvest of northern fur seals under section 119 of the Marine Mammal Protection Act.
