Title: Establish a Control Date for the Northeast Skate Fishery 
Abstract: The New England Fishery Management Council (Council) recently voted to establish a control date, for the Northeast skate complex fishery for uses other than bait, through this Advanced Notice of Proposed Rulemaking. The date of publication of this action shall be known as the control date, which informs the industry and the public that it is considering future action to control the number of participants in the non-bait skate fishery. NMFS intends this notice to: promote awareness of possible rulemaking; alert interested parties of potential eligibility criteria for future access; and to discourage speculative entry into and/or investment in the skate fishery while the Council considers if and how access to the skate fishery should be controlled. The Council requested that the control date be published in the Federal Register to provide timely notice to the industry.
