Title: ●Implementation of Court Ordered Changes to Northeast Multispecies Year-to-Year Sector Carryover Catch Accounting 
Abstract:

This action will implement carryover accountability measures to the 2013 Northeast multispecies fishery to address vacatur of carryover and remand issued by the U.S. District Court (District of Columbia). Under these measures, sectors would be responsible to repay carryover used under specific circumstances if catch limits are exceeded. Repayment would be pound-for-pound from the FY 2014 sector annual catch entitlements.
